Is there a capacity problem with traditional biologic production systems?

So here is a bit of homework for you. Is there really a capacity problem using the traditional fermenter methods to produce biologics? Ask any PMP company why they want to make drugs in plants and they will say that it is cheaper, easier to scale, and that construction of new fermentation capacity is not going to keep up with the demand. I would really appreciate some opinions on this in the comments? The capacity issue is a pretty big prop being used to support the PMP industries claims.
